Cognizance of offence restricted to complaints by the designated authority or its authorised officers under consumer law. A competent court may not take cognizance of offences under the specified consumer provisions except on a complaint filed by the Central Authority or an officer authorised by it, thereby conditioning judicial action on a formal authorised complaint.
