Proceedings validity unaffected by vacancies or appointment defects; procedural irregularities not affecting merits preserve actions. No act or proceeding of the Central Authority shall be rendered invalid by reason of vacancies, defects in its constitution, defects in the appointment of the Chief Commissioner or a Commissioner, or any procedural irregularity that does not affect the merits of the case, thereby preserving the validity of administrative actions despite such flaws.
