Validity of proceedings despite vacancies: orders remain unaffected by member vacancies or defects in constitution of commissions. No act or proceeding of a consumer forum shall be rendered invalid solely because of a vacancy among its members or a defect in its constitution; procedural or constitutive imperfections do not, by themselves, disturb the legal validity of orders issued by the District Commission, State Commission, or National Commission.
