Submission of the Annual Return on Foreign Liabilities and Assets is effected through the FLAIR web-based portal: entities must register as New Entity Users, complete the FLA user registration form, upload the Verification Letter and Authority Letter, and on successful registration receive a user id and default password by email to log in and file the FLA return.
