Investigation of combinations: Commission may issue show-cause notice, require publication, invite objections and seek further information. The Commission must form a prima facie opinion and issue a show-cause notice to parties; it may call for a Director General report, direct publication of combination details to inform the public, invite written objections, request additional information from parties, and after receipt of all information proceed under the relevant statutory provisions while retaining the ability to accept or propose modifications to the combination.
