It holds the same powers as a civil court for summoning individuals, enforcing attendance, requiring document production, receiving affidavits, requisitioning public records, issuing commissions, reviewing decisions, dismissing or deciding representations ex parte, and setting aside dismissals. Proceedings before the Tribunal are considered judicial and it is deemed a civil court for certain purposes under the Indian Penal Code and the Code of Criminal Procedure.
