Vacancy in commission appointments does not invalidate acts or proceedings where defects do not affect the merits. Vacancy or defects in the Commission's constitution or in appointments of acting Chairperson or Members do not invalidate any act or proceeding, and procedural irregularities will not vitiate proceedings unless they affect the merits of the case.
