Regulatory power to make competition regulations enables Commission to specify procedural, fee and compliance matters. The Commission is empowered to make regulations by notification to carry out the purposes of the Act; such regulations, consistent with the Act and rules, may specify operative matters including forms and fees for notices, determination of cost of production and turnover or income, procedures for combination filings and modifications, engagement of experts, recovery and lesser imposition of penalties, settlement and commitment procedures, meeting rules, publication requirements for draft regulations, and other necessary implementation details; regulations must be laid before Parliament and are subject to modification or annulment by both Houses.
