Delegation of Board powers permits written transfer of Code functions to officers, excluding specified reserved powers and subject to conditions. The Board may, by general or special written order, delegate to any member or officer of the Board, subject to specified conditions, such of its powers and functions under the Code, but expressly excluding the powers reserved by section 240; delegation must be in writing and may be conditional.
