Central government policy directions bind the insolvency Board; Board should be heard and government decision on policy is final. Central Government may issue written directions on questions of policy that are binding on the Board in the exercise of its powers or performance of its functions under the Code; the Board should, as far as practicable, be given an opportunity to express its views before such directions are issued. The Central Government's decision that a question is one of policy is final.
