Mediation Council proceedings remain valid despite vacancies or appointment defects unless the merits are affected. Council acts and decisions are not rendered invalid solely because of a vacancy, a defect in the Council's constitution or a member's appointment, or procedural irregularities, provided those defects or irregularities do not affect the merits of the case; the rule preserves finality and institutional continuity and commenced by notification effective 9 October 2023.
