<h1>Consumer disputes may be referred to mediation and settlements must be recorded with orders issued within seven days.</h1> Commissions may refer consumer disputes to mediation at any stage; written agreements reached in mediation must be signed and accompanied by a mediator's settlement report submitted to the Commission. Mediators must report when settlement is impossible. Upon receipt of a settlement report, the Commission shall within seven days record the settlement and pass an order; partial settlements are recorded for settled issues while unresolved issues continue to be heard, and where mediation fails the Commission proceeds with adjudication of all issues.
