<h1>Community mediation settlements: three-mediator panel process, written agreement or non-settlement report; not enforceable as civil decrees.</h1> Community mediation must be conducted by a panel of three community mediators, who are to devise a suitable procedure to resolve the dispute and assist parties in reaching an amicable settlement. Where a settlement is reached, the settlement agreement may be reduced to writing, signed by the parties, authenticated by the community mediators, and a copy furnished to the parties; where no settlement is reached, the community mediators may submit a non-settlement report to the competent local authority and to the parties. Any settlement agreement under this framework is intended to maintain peace, harmony and tranquillity within the relevant area or locality and is not enforceable as a judgment or decree of a civil court, with section 20 applying, with necessary modifications, to registration of such mediated settlement agreements.
