Mediator role: facilitator who assists parties, communicates views, and cannot impose or guarantee settlement in disputes. Section 16 defines the mediator's facilitative role: communicating each party's views with consent, assisting in identifying issues, clarifying priorities, exploring settlement areas and generating options to promote voluntary, expeditious resolution, and expressly informing parties that the mediator does not impose settlements nor guarantee an outcome.
