Arrears of duties under the repealed cess must be collected or paid into the Reserve Bank for Consolidated Fund credit. Proceeds of duties under the repealed Research and Development Cess Act, whether already collected but not remitted or not yet collected, are to be collected or paid into the Reserve Bank of India for credit to the Consolidated Fund of India.
