Settlement Commission access expanded to allow third parties to apply against show cause notices pending adjudication. A new sub-section permits persons other than applicants under sub-section (1) to apply to the Settlement Commission regarding a show cause notice issued to them where the case relates to an applicant settled or pending before the Commission, provided the notice is pending before an adjudicating authority, and subject to manner and conditions as prescribed by rules.
