Power to remove difficulties allows central government to make consistent orders to implement the Part, subject to a time limit and parliamentary laying. Central Government may, by order published in the Official Gazette, make provisions not inconsistent with this Part to remove difficulties in giving effect to the Part; such orders are subject to a time limitation and must be laid before each House of Parliament as soon as practicable.
