Export/Import authorisation rules: procedural validity, revalidation and strict controls require end use assurances and reporting. Chapter 2 prescribes procedural and regulatory rules for imports and exports including IEC issuance and modification, application filing and territorial jurisdiction, prescribed validity and revalidation regimes for authorisations and scrips, and requirements for duplicates and lost documents. It imposes bank guarantee/undertaking obligations, describes RA/DGFT roles and committee oversight, and establishes strict controls and compliance for restricted/SCOMET items with mandatory end use/end user assurances, five year recordkeeping, specified general authorisation routes, PSIA/PSIC regime and post shipment reporting obligations.
