          <h1>End use certification for chemical exports requires non proliferation assurances and prohibits retransfer or weapon related uses.</h1> End use certificate mandates description and purchase details of exported chemicals and an End Use Declaration that they will be used only for stated civilian purposes, not modified, replicated, re transferred or utilised for development or use of chemical, biological or nuclear weapons, and allows post shipment verification by the Government of India. For SCOMET Category 1 transfers an authorised recipient state government certification is required confirming non retransfer, non re export and compliance with the Chemical Weapons Convention; submissions must be on entity letterhead and signed by authorised signatories.
