Appendix 2E lists agencies authorised to issue Certificate of Origin (Non Preferential) and sets out the enlistment procedure: submission of the prescribed application form, declaration cum undertaking, supporting documentary proof, and non refundable fee. Recognition criteria require non profit corporate status, minimum office space and staffing, and evidence of export promotion activity. Regional authorities must inspect and verify compliance before recommending enlistment. Annexures provide the application format, declaration, and standard certificate and self certification templates.
