It prescribes mechanisms for certificates (IEC, RCMC, Free Sale, End-User, CoO), quality and bar-coding requirements for pharmaceuticals, use of inspection agencies, and procedures for exhibits, samples, postal exports, direct negotiation, write-offs, and offsetting. It also provides for policy interpretation, relaxation, and administration through DGFT committees.
