E commerce export hubs establish regulated cross border trade with regulator approval, negative lists, annual accounts and inspection procedures. The chapter creates and regulates E Commerce Export Hubs (ECEHs): applications must be made to the DGFT, which alone approves ECEHs through an evaluation committee including a revenue department member; the DGFT may notify a negative list excluding certain products or markets. ECEH administration requires the developer to furnish an annual statement of accounts and subjects hubs to DGFT notified supervision and inspection procedures, with scope for independent evaluation and assessment.
