The list includes vegetables, fruits, and spices with a duty exceeding 30% under specific ITC (HS) chapters, excluding cloves. It also restricts the import of tea, coffee, pepper, all oil seeds, natural rubber, and certain capital goods such as agricultural tractors, stationary diesel engines, irrigation pumps, threshers for cereals, combine harvesters for wheat and paddy, and animal-driven implements. These provisions are part of the Foreign Trade Handbook of Procedures, 2023.
