End use cum end user certification for SCOMET Category 1 exports requires supply chain entities to identify parties and items (with purity, IUPAC name, CAS number and contract details), specify intended use and ultimate market, and commit that items will not be used other than declared, modified, replicated, re transferred or re sold without Government of India consent; items are subject to post shipment verification and must not be used for prohibited weapons purposes under the Chemical Weapons Convention, with recipient state government certification required if the state is not a CWC party.
