End User Certificate obligations: importer must not redirect, re-export or retransfer goods without prior approval. The End User Certificate requires the importer to import the specified goods into India without redirecting them prior to arrival, to provide verification of possession if requested, and not to re-export or re-transfer the items within India without prior written approval of the Certificate Issuing Authority. Any change of end user requires written permission and acceptance of the certificate conditions by the new end user. The certificate is not a substitute for a required import licence for restricted items.
