Gem Export Entitlements: 80% for High-Value Emeralds, Rubies, Sapphires; 60% for Pearls; 50% for Gold, Silver.
The Replenishment Scale for Gem Replenishment Authorization outlines entitlement percentages based on the FOB value of exports for various gemstones and jewelry. For cut and polished emeralds, rubies, and sapphires in jewelry valued up to $350 per carat, the entitlement is 60%, increasing to 80% for those valued above $350. Semi-precious and synthetic stones have a 50% entitlement, as do plain gold, silver, and platinum jewelry. Pearls receive a 60% entitlement. Entitlements for diamonds and precious stones are calculated separately based on average per carat realization, while those for semi-precious stones and pearls are determined individually.
