The Chartered Engineer must certify the inspection date, correctness of declared maximum rated speed and package weight, and the machines' capability to achieve the declared production speeds, and must confirm no concealment or misrepresentation affecting cess liability under the Health Security se National Security Cess Act, 2025, with total packing capacity calculated as capacity per track multiplied by number of tracks and reflecting any modifications; the certificate supports cess slab determination.
