The certificate records the registrant's particulars, nature of possession of premises/machines, jurisdiction details, issue date, and the date from which cess payment liability commences, thereby evidencing the registrant's registration and establishing the operative start date for cess liability. The certificate is premises- and purpose-specific, non-transferable, and remains valid while the registered activity continues unless cancelled; changes are effective only upon applied-for and acknowledged correction, and registration is subject to post facto verification.
