Delegation of regulatory powers permits written transfer to members or others with conditions, excluding specified reserved powers. The Board may, by written general or special order, delegate its powers and functions under the Act to a member, an officer, or any other person, subject to conditions specified in the order, but excluding powers reserved under specified provisions.
