Government policy directions bind a regulatory board, with prior opportunity to be heard and finality of policy determination. Central Government may give written directions on questions of policy to the Board, which the Board is bound to follow; the Board should, so far as practicable, be allowed to express its views beforehand, and the Government's decision on whether a question is one of policy is final.
