Power to remove difficulties enables government orders to address implementation gaps under the Act with parliamentary oversight. Section 34 authorises the Central Government to make, and publish in the Official Gazette, orders not inconsistent with the Act to remove difficulties in giving effect to its provisions; such orders must be laid before each House of Parliament and are subject to a temporal limitation from commencement.
