Import and export of services and technology expanded; new controls, penalties and WMD-linked export rules now apply. The Act expands import and export to include goods, services and technology; defines 'specified goods or services or technology' linked to national security and non proliferation; extends inspection, seizure and record call powers to services and technology where foreign trade policy benefits or specified items are involved; introduces quantitative import restrictions to prevent serious injury to domestic industry; integrates the Weapons of Mass Destruction Act into export controls including catch all rules; enlarges penalties and recovery mechanisms and directs penalty proceeds to the Consolidated Fund of India.
