Certificate of Payments verifies supplies and payments for project contracts enabling deemed export benefits under FTP procurement conditions. The Appendix prescribes standard certificate formats (Forms I-A, I-B, I-C) and accompanying undertaking and declaration (Forms II, III) to verify supplies, payments, site acceptance and the import content for project contracts under specified procurement regimes (including International Competitive Bidding, DDP-evaluated bids, zero customs duty procurements, and specified project categories), requires certification that no CENVAT credit/rebate has been availed, and mandates signatory and contact details with Chief Executive or authorised officer endorsement.
