The Board, chaired by the Secretary of the Department of Commerce, includes representatives from various ministries and departments. It reviews proposals under the EOU scheme that do not qualify for automatic approval and considers industrial license applications. The Board may impose conditions on approvals and has the discretion to grant or deny them. It also coordinates with the Foreign Investment Promotion Board for cases involving foreign equity outside the automatic route.
