When standard input-output norms are absent and application is preferred under paragraph 4.4.2 or 4.7, applicants must provide detailed per unit lists of imported and indigenous inputs (description, technical characteristics, ITC(HS) codes, quantities, purpose, wastage and recoverable by products), certified production and consumption data for the previous three licensing years (or excise certified batch records), particulars of prior authorisations ratified by the committee, Appendix 33 technical details, export value particulars and a Chartered Engineer's certificate attesting to the technical necessity and correctness of the input requirements.
