End user certificate obligations: importer must not redirect, re-export or retransfer goods without written approval. The End User Certificate requires the importer to import the goods into India and not redirect them before arrival; to provide verification of possession if requested; to refrain from re-exporting or retransfering the goods within India without the written approval of the Certificate Issuing Authority; and to obtain prior written permission before any change of end-user, with the new end-user accepting the certificate's conditions. The certificate also notes it is not a substitute for any required import licence for restricted items.
