An aggrieved person can appeal to the Central Government if the decision is by the Director General, or to the Director General or a superior officer if made by a subordinate. Appeals must be filed within 45 days, extendable by 30 days for valid reasons. Appeals against penalties require deposit of the amount unless it causes undue hardship. The Appellate Authority can confirm, modify, or reverse decisions, and its order is final.
