The Director General or an authorized officer can grant, renew, or refuse these upon inquiry, with written reasons for refusals. Such licences or instruments must conform to prescribed forms, validity periods, and conditions. They may be suspended or canceled for valid reasons, with the holder given a chance to be heard. Appeals against refusals, suspensions, or cancellations follow the appeal process outlined in Section 15. The term 'licence' includes certificates, scrips, or any financial benefit instruments as per the 2010 amendment.
