End use controls require SCOMET end user certification restricting use, retransfer and WMD related activities and permit post installation verification. The SCOMET end use/end user certificate requires the importer to identify the SCOMET item, exporter and intended use/end product and to certify exclusive use for that purpose, prohibition on modification, replication or retransfer without Government of India consent, allowance of post installation verification, and a warranty that the item will not be used for development of Weapons of Mass Destruction. For Schedule 3 Chemicals transferred to non CWC states, the recipient must certify use consistent with the Chemical Weapons Convention and no onward transfer or re export.
