It can also hear appeals against District Forum orders and review cases where a District Forum has misused or failed to exercise its jurisdiction. Complaints can be filed in the State Commission if the opposite party resides, conducts business, or works within its jurisdiction, or if the cause of action arises there, subject to certain conditions.
