Right of appeal to State Commission requires timely filing and may need a prescribed interim deposit before admission. Appeal from a District Forum order is to be preferred to the State Commission in the prescribed form and manner within the statutory filing period; the State Commission may excuse delay for sufficient cause. Where an appellant is required to pay an amount under the District Forum order, the State Commission will not ordinarily entertain the appeal unless the appellant has made the prescribed interim deposit as a condition of admissibility.
