          <h1>Right of appeal to State Commission requires timely filing and may need a prescribed interim deposit before admission.</h1> Appeal from a District Forum order is to be preferred to the State Commission in the prescribed form and manner within the statutory filing period; the State Commission may excuse delay for sufficient cause.
