Transfer of cases allows the State Commission to move complaints between district fora within the state when justice requires. State Commission may, on application by the complainant or on its own motion, transfer a complaint pending before one District Forum to another District Forum within the State at any stage of the proceedings when the interest of justice so requires, conferring procedural discretion to alter forum allocation for consumer disputes.
