<h1>Benami transactions: new authorities, attachment, adjudication, appeals, special courts and criminal penalties established with confiscation powers.</h1> The amendment inserts Chapters III-VII establishing specialised authorities (Initiating Officer, Approving Authority, Adjudicating Authority, Appellate Tribunal, Administrator) with powers to investigate, provisionally attach and adjudicate benami property, guided by principles of natural justice and vested civilcourt powers for evidence and summons; confirmed benami findings lead to confiscation and absolute vesting in the Central Government without compensation; appellate review to a Tribunal and High Court on questions of law is provided; Special Courts are designated for criminal trials; offences include benami transactions, furnishing false information, and carry imprisonment and fines; procedures govern service, representation, retention of documents and management of confiscated assets.
