The amendment creates Adjudicating Authorities, an Appellate Tribunal and Special Courts with defined composition, qualifications, terms and powers; grants authorities civil court powers to summon, inspect, compel production and requisition assistance; empowers Initiating Officers and Approving Authorities to call for information, impound documents and provisionally attach property; mandates adjudicatory notice, hearing and timelines; provides for confiscation and vesting of benami property in the Central Government and administration and possession procedures; and prescribes offences, penalties and prosecutorial prerequisites.
