of <h1>Staff of Appellate Tribunal for benami property: Central Government to appoint staff, Chairperson supervises, terms prescribed by rule.</h1> Section 39 requires the Central Government to provide officers and employees to the Appellate Tribunal for benami property matters; those staff must perform functions under the general superintendence of the Chairperson, and their salaries, allowances and conditions of service are to be prescribed by rule. The provision was inserted by the 2016 amendment to the benami transactions law and took effect on 01-11-2016. The clause establishes executive responsibility for staffing, ministerial control over terms of service, and delegation of administrative oversight to the Tribunal Chairperson.
