Removal of difficulties power permits government orders to implement the scheme, subject to a two year limit and parliamentary laying. The Central Government may issue orders to remove difficulties in giving effect to the Scheme, provided those orders are not inconsistent with the Scheme; no such order may be made after two years from the Scheme's commencement; and every order must be laid before each House of Parliament as soon as may be after it is made.
