<h1>Designated committee statements: electronic payment and appeal withdrawal obligations secure a discharge certificate under the legacy scheme.</h1> The designated committee must issue electronically an estimate or a statement indicating the amount payable; if the estimate exceeds the declaration the declarant is entitled to a hearing (one adjournment only). The declarant must pay the amount electronically and, where appellate proceedings exist, they are deemed withdrawn except where pending in a High Court or the Supreme Court, in which case the declarant must obtain leave for withdrawal and furnish proof of such withdrawal with proof of payment. Upon payment and submission of required proof the committee shall issue an electronic discharge certificate within thirty days.
