Composition of the National Committee governs membership, chairmanship, meeting validity, sub-committees, and expert assistance. Composition of the National Committee for Promotion of Social and Economic Welfare consists of fourteen members appointed by the Central Government from persons of eminence in public life, with a three-year term from the date of notification. One member is appointed Chairman, and no meeting may be held if the chairmanship is vacant until a new Chairman is appointed. If the Chairman is absent from a meeting, the members present may elect one among themselves to preside. The Committee may also form sub-committees and invite experts on technical matters.
