          <h1>Committee composition establishes appointment of eminent public figures, chair requirement, and restriction on meetings during chair vacancy.</h1> The National Committee is appointed by the Central Government and comprises fourteen eminent persons; members serve for a fixed term commencing on notification. One member is appointed as Chairman, and no meeting may be held while the chair is vacant; if the Chairman is absent from a meeting, members present may elect a presiding member. The Committee may form sub-committees from among its members and invite experts to examine technical matters.
