Option to pay fine in lieu of confiscation: owner may avoid confiscation if the adjudicating officer offers and sets an appropriate fine. An owner of goods adjudged to be confiscated must be given an option to pay fine in lieu of confiscation, and the adjudicating officer shall offer the owner the choice to pay such fine as the officer thinks fit to discharge the confiscation.
