<h1>Settlement Commission bench composition permits chairman to constitute special benches and manage vacancies for continued case hearing.</h1> The Settlement Commission may exercise its jurisdiction through Benches presided over by the Chairman or a Vice Chairman with two other Members; the Chairman's Bench is the principal Bench at Delhi and additional Benches may be notified elsewhere. The Chairman may authorise cross bench functioning, constitute special Benches of more than three Members and fix their sittings. If a Bench member is unable to act or a vacancy occurs, remaining Members may act with the senior among them presiding; cases may be referred or transferred to three Member Benches by the presiding officer or the Chairman. These provisions are subject to Chapter rules and a specified cessation date.
