of <h1>Finance Bill 2019 amends Customs Act: Mandates electronic submission of departure manifest, expands accountability, imposes penalties.</h1> Clause 69 of the Finance (No. 2) Bill, 2019 amends section 41(1) of the Customs Act, 1962. It mandates that the person-in-charge of a conveyance carrying export or imported goods, or any other person specified by the Central Government, must electronically submit a departure or export manifest to the proper officer before the conveyance departs from a customs station. Failure to comply, without sufficient cause, can result in a penalty of up to fifty thousand rupees. This amendment expands the responsibility for submitting the manifest beyond just the person-in-charge of the conveyance.
