Departure manifest obligation extended to notified persons; electronic filing and penalty provisions preserved for noncompliance. The amendment permits, besides the person-in-charge of a conveyance, any person notified by the Central Government to deliver the departure manifest or export documentation before departure from a customs station; vessels and aircraft manifests must be presented electronically to the proper officer and vehicles must furnish an export report in the prescribed form and manner, with a monetary penalty for unjustified failure to deliver.
